Actually, I should be more exact, you can get a free account now, but it does come with its limitations, so there is still advantage in buying the game (and/or the upcoming DLC).
With the free account, you'll have a bit less of, well everything. You'll have less character slots, less bag slots, less access to areas, less chat rights, less trade options, less, oh well, you get the picture.
