I actually ran across this earlier in the week as it's posted on Battlelog Forums I believe. I think the guy wants some attention from EA so he said he wasn't going to share any names but lets face it, if you look at the top scores on Battelog any fool can tell who's cheating and who's legit.
For example, check out RazorSword who has played 136 hours, is a Colonel Service Star 100 and has an incredible 7,619 SPM:

He has managed to pull off this amazing feat with under 3000 total kills. What's even more amazing is his highest killing weapon is the PKP Pecheneg at a whopping 376 kills.
Now I'm no programmer but the designers must be at least somewhat informed on what the SPM cap is for each and every map in BF3. Anyone who is say 10% over that should automatically have their profile flagged.
...and I know it can be done as Battlelog is a database driven program.
