Since the season 3 update it is possible to load someone else's sector times and use this to compare against with your sector times. The reference (ghost) car can also be used to visualize the custom sector times.
Loading someone's split times:
Simply go to the options menu. In there, next to the delta timing options there is a button to load split times. To load these times you'll need a file from somebody which contains the information.
Activating the custom split times:
To set your delta bar and sector times to compare against a custom lap, you'll have to switch the sector time mode to "vs custom lap" by pressing TAB.
How to find your split times:
In the directory /Documents/iRacing/lapfiles/ you'll find every track which you set a best/optimal time on. The sub-directories contain files of the format:
[account]_[car].blap or
[account]_[car].olap
for best lap or optimal lap.
