Have you tries mining yet? Just had a go and it's confusing initially. Found this which helps;
How does the mining in Beta 3 work?
First you need to purchase a mining laser and a refinery from Outfitting at station services.
After you've done that head to an area with asteroids, such as a cluster or planet belt.
Move in close enough to the asteroid and shoot at it with your mining laser. Make sure you see the cutting effect on the asteroid, otherwise it's not working.
Chunks of minerals will break off the rock, they will appear as white dots on your radar.
Target the fragments, enable your cargo scoop, and carefully scoop it up (see cargo scoop above).
Allocate the fragment to make the refinery start to work. For the rest of the pieces you pick up, this process will happen automatically whilst the refinery is active.
Each chunk of asteroid will only produce a certain amount of material, and each will produce different types. Some chunks may have two different types of material, you have to pick which mineral to use from that fragment.
Eventually you will have enough material to make a single unit - this can be sold for a profit at Station Services.
It's strangely fun and relaxing... I keep getting bl00dy interdicted though when I'm carrying high value stuff like silver, palladium etc. That's pretty cool trying to escape knowing you've just spent time mining and refining it all, definitely raises the heartbeat... liking Beta 3 so far
