For some time now I've been working on an updated AI Collection for Band of Others Sprint League, 2023.
Unfortunately, for some reason iRacing cannot either find or add the Roster.json and livery folder which appears to be a fairly recent issue.
I've contacted Trading Paints Support to see if there's a fix going forward for public consumption as others appear to have the same issue.

Hello,
Until recently iRacing had no problem creating roster files locally based off favorited Trading Paints Collections be it created by myself or others.
Now, for some reason, iRacing has lost this ability and it's been an issue for at least a few weeks now.
I've tried everything I can think of from moving my Documents folder back to default C:\ location, creating new Collections, renaming existing Collections, signing out and back into both Trading Paints and iRacing UI and Member site; even tried on both Windows 10 and 11.
At this point I can't imagine what I'm doing wrong as it worked flawlessly in the past?
