Yes, a new refund policy for steam, and it's definately an improvement.
You can now ask for a refund for bought games, and/or DLC;
No questions asked. You don't need to provide a reason, or have to have any troubles with it or anything. Don't like it, return it. Even goes for whole game bundles, as long as you spend less then 2 hours on the combined package, and within 14 days of purchase.
Of course there are exceptions, for example you buy DLC that gives you extra ingame money in a RPG that you're able to spend within those 2 hours, I.O.W. consumable DLC. Gifted copies are also not refundable once accepted by the recieving party.
Still, it's a great improvement. The game doesn't work on your hardware? Clicked the wrong button when selecting the game you wanted to buy? Accidentally bought the DLC instead of the base game? Simply don't like the game you bought? You're able to return it now
